Preheat your oven to 350°F (175°C). Grease a 9×13-inch baking dish and set it aside.
In a large skillet, cook the ground beef or Italian sausage over medium heat until browned. Drain any excess fat.
Stir in the marinara sauce and simmer for 5 minutes. Remove from heat and set aside.
In a medium bowl, combine the ricotta cheese, cream cheese, sour cream, 1 cup of mozzarella cheese, Parmesan cheese, Italian seasoning, garlic powder, salt, and pepper. Mix until well combined.
Spread a thin layer of the meat sauce at the bottom of the prepared baking dish.
Place half of the frozen ravioli in a single layer over the sauce.
Spread half of the cheese mixture over the ravioli.
Top with half of the remaining meat sauce.
Repeat the layers with the remaining ravioli, cheese mixture, and meat sauce.
Sprinkle the top with the remaining 1 cup of mozzarella cheese.
Cover the dish with aluminum foil and bake for 30 minutes.
Remove the foil and bake for an additional 10-15 minutes, or until the cheese is bubbly and golden.
Let the casserole cool for a few minutes before serving. Garnish with fresh basil or parsley if desired.
