Chocolate Ding Dong Cake

1 cup heavy cream
1 cup semi-sweet chocolate chips
Ingredient Replacement:
If semi-sweet chocolate chips are not on hand, dark chocolate chips can be used as an alternative.
Steps

Preheat and Prepare:
Preheat the oven to 350°F (175°C) and grease and flour two 9-inch round cake pans.
Mix Dry Ingredients:
In a large bowl, whisk together flour, sugar, cocoa powder, baking soda, baking powder, and salt.
Combine Wet Ingredients:
Add buttermilk, vegetable oil, eggs, and vanilla to the dry ingredients. Mix until well combined.
Stir in hot water until the batter is smooth.
Bake:
Pour the batter evenly into the prepared pans and bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Cool:
Let the cakes cool in the pans for 10 minutes, then transfer to wire racks to cool completely.
Prepare Filling:
Whip heavy cream, powdered sugar, and vanilla until stiff peaks form.
Spread the filling on one cake layer, then top with the second layer.
