Ingredients
For the Cake Layers:

1 ½ cups all-purpose flour
1 cup granulated sugar
½ cup cocoa powder
1 tsp baking powder
1 tsp baking soda
½ tsp salt
2 large eggs
1 cup milk
½ cup vegetable oil
2 tsp vanilla extract
1 cup boiling water
For the Caramel Filling:

1 can (14 oz) sweetened condensed milk
1 cup butter, softened
1 cup powdered sugar
1 tsp vanilla extract
For the Chocolate Ganache:

1 cup semi-sweet chocolate chips
½ cup heavy cream
For Decoration:

White icing or melted white chocolate for the swirl pattern
Instructions

Step 1: Bake the Cake Layers
Preheat your oven to 350°F (175°C). Grease and line two 9-inch round cake pans with parchment paper.
In a large bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add the eggs, milk, vegetable oil, and vanilla extract. Mix until smooth.
Gradually stir in the boiling water. The batter will be thin—this is normal.
Divide the batter evenly between the pans and bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.
Let the cakes cool completely, then cut each cake horizontally to create four thin layers.
