1 (1.25 oz.) packet taco seasoning
2 1/2 cups biscuit mix
1 3/4 cups sharp cheddar cheese, shredded, divided
1 red bell pepper, diced
1/2 yellow onion, diced
1 cup water
1/2 cup sour cream
1/2 cup mayonnaise
1 teaspoon garlic powder
